Duplicate quickstarts appear in stage/prod after repeatable steps

      On both stage and prod - for both global learning resources and for `/insights/learning-resources` - I am able to perform the following steps which results in duplicate quickstarts appearing in the UI:

      1. Start a quickstart
      2. "Restart" that quickstart
      3. Then bookmark it
      4. Refresh the page
      5. I now see 2 of those quickstarts
