PrimaryToolbar mobile view filter dropdown does not open and other dropdowns make the page view jump down.

To reproduce:

1. Go to Vulnerability (or any other app, which uses PrimaryToolbar)
2. Decrease the viewport width to under 700px – the toolbar should switch to mobile view
3. Click on bulk select or actions kebab or export button – the dropdown is opened, but your view scrolls down
4. Click on filters dropdown toggle – the dropdown is not opened
