Description of Problem

There are content sections that are being ignored because it references outside api's. We need to update the transform phase to scan the whole api and inline those ref contents into the api itself 

Steps to Reproduce

1. Go to https://github.com/RedHatInsights/api-documentation-frontend/blob/620b3f2daafe19c2e660a08676e58c80cf47b0b3/packages/common/config/apis/hcc-insights/cost-management/content.json#L6015

Actual Behavior

It ignores the recommended section because it cannot pull the reference and add it to content, currently for cost management it is using a local file to read the content that was added manually. 

Expected Behavior

It should add wherever the reference is pointing to and combine the content
