Prepare a new UI module. It should:

• live in the same codebase as current learning resources
•  it should be a separate exposed module alongside the current ones
• it should have a new route configured in chrome fed-modules.json
• add a link to the masthead dropdown to access the page
• links should be gated via feature flags
• no need for any content for this step
