We do not want to lose messages from the mqtt broker.  If the database is down (the error is a connection related error), fall over and re-try the message.  If the db returns a different type of error (not connection related), log the error (client-id, etc), increment a db error metric, etc.

Trigger an alert if we receive too many errors.
