As a Docs Engineer, I want to create the FedRAMP versions of certain quickstarts for console.openshiftusgov.com for our government customers to help them get started in with RH Insights for government customers. 

• Create a FedRAMP tag for learning resources specific to the the government console (console.openshiftusgov.com)
• Connect with the Docs team to ensure they have the new labels
• Identify any other details/specifics may be required to support the FR versions of learning resources and quickstarts for the FR environment.
