      Implement gradual switch between SMTP servers and email service and switch between segments.

      SMTP_MIGRATION_MODE

      values:

      internal - only @redhat.com addresses

      gradual - integer - it will mean %, value will in another variable SMTP_TRAFFIC_PERCENTAGE

      full - migration finished and only smtp is used.
