[QE] [Astro] Write negative test-case for "RHEL" triggering image builder flow

      In RHCLOUD-31936, the bug as stated is that "RHEL" typed in nearly any flow can cause VA to jump to the image-builder flow.

       

      Test-cases were written for this issue in a few different flows. But a negative test was not written. Hence, one where RHEL is actually unexpectedly sent to VA in a non-image-builder flow. For instance...

       

      Write a negative test-case for the above (or similar) pattern.
