[QE] [Astro] Fix unstable test-cases in stage

      A few test-cases are unstable and fail sporadically. I believe this to be an issue with how the test-framework sets up admin and non-admin users.

       

      Two of them are the non-org-admin test-cases i have written for RHCLOUD-31877.
