Determine if API Catalog should Onboard to RHTAP.  Potentially re-evaluate building API Catalog as a container.

Acceptance criteria (if we decide to pursue container builds):

the container image is built using RHTAP
the container image passes enterprise contract validation
the container image is released to managed workspace quay repository
PR checks are run using RHTAP (including bonfire run in the ephemeral environment)
