Determine if API Catalog should Onboard to Konflux .  Potentially re-evaluate building API Catalog as a container. Discuss with jmartine@redhat.com on an approach if we need to move it to using a container before going to Konflux.

Acceptance criteria (if we decide to pursue container builds):

the container image is built using Konflux
the container image passes enterprise contract validation
the container image is released to managed workspace quay repository
PR checks are run using Konflux (including bonfire run in the ephemeral environment)
