In RHCLOUD-31769, a test-case was written for admin vs non-admin permissions.

It passed for a few days and then started failing on 04/04/2024.

It does correctly prompt "have you already requested access from the org admin?" 

But responding "no" then proceeds to the closing feedback flow. It never ends up prompting for a message to send to the org-admin as it should.
