The dispatcher internal/v2/connection_status endpoint seems to have 50 system limit.  Requests with more than 50 systems only return correct status for the first 50.

• check the code for bugs
• add a test for this case
• update the API spec to indicate there is a 50 system limit if needed
• return something more appropriate, like 400, if the limit is exceeded
