This issue was reproduced in console.stage.redhat.com environment.

Steps:

• create org admin user and user belonging to the same org
• login as org admin user
• modify Default group and remove any Remediations roles
• login as normal user (no org-admin user) and try to access https://console.stage.redhat.com/insights/remediations

Current behavior:

 If there are not playbooks created, user will see screen with 'No remediation playbooks yet'. If there are playbooks created, these will be displayed.

Expected behavior:

User will have no access to remediation playbooks and message something like 'You do not have access to Remediations' will be displayed.
