Unable to set custom timezone for user preferences in Red Hat Hybrid Cloud Console

Description of Problem

While setting custom time for 'Daily digest email receipt' in User Preferences, getting "Failed to save action settings" error.

Steps to Reproduce

1. Go to https://console.redhat.com/user-preferences/notifications
2. Click 'Edit time settings'
3. Set the custom time
4. Save

Actual Behavior

Getting "Failed to save action settings" error.

Expected Behavior

Custom time should be saved without any errors.
