Currently we require remediations in our E2E tests which means when failures could be our plugin or could not be. We would like an independent E2E test that can verify that in a situation where our current E2E test fails but this one doesn't.

The current plan is:

• Mock out an rhc-client that will communicate with cloud connector
• Use that to ensure playbook-dispatcher functionality with a full remediations playbook cycle.
