      Unlike prod, the UserIDs strategy no longer appears to be an option in stage? (Appears to have been removed today.) We've been using the UserIDs strategy to enable WIP features per user ID.

      The only workaround is to delete the feature toggle, then copy an existing feature toggle with a UserIDs strategy.
