Currently the SLOs for BOP are not being tracked. There is a proposed SLO but we can't onboard in the usual way since BOP lives on the MP+ prod cluster. That means it isn't managed by app-sre.

This is considered a core service for the consoledot platform, so we want to track it's SLOs.

This metric will need to be available for app-sres grafana instances.
