Current behavior (not great experience): 

There is a sentence at the top of the Notification preferences page that says, "Opt in or out of receiving notifications, and choose how you want to be notified. Your Organization Administrator has configured which notifications you can or can’t receive in their Settings." When a user clicks 'Settings', it pops a modal telling me that I'm leaving the site and opens the Notifications 'Overview' page. 

Proposed new behavior (better experience):

Change the sentence at the top of the Notification preferences page to, "Opt in or out of receiving notifications, and choose how you want to be notified. Your Organization Administrator has configured which notifications you can or can’t receive on their end. Contact your Organization Administrator to have these settings updated." When user clicks 'Contact your Organization Administrator', can we launch the VA with conversation S5 pre-populated?
