Assigning or removing a system from a group triggered a Policy event! This should not be the case.

Steps to Reproduce

1. Create a policy event that triggers on system check-in e.g. facts.arch = "x86_64"
2. Assign a system to a group
3. Check the Event Log >> a new Policy event was created
4. Remove the system from the group
5. Check the Event Log >> a new Policy event was created
