      Summary and goal

      Define PR templates in repositories managed by PlatexUI to force our devs to follow some guidance and save time to QE and reviewers.

      Acceptance Criteria 

      1. prepare a PR template that fits or needs (some examples are present in https://docs.google.com/document/d/1_pbvn-yPGDL97Y3qOkFHzhkesJxgXsEEUVNL0kw3268/edit?usp=sharing)
        We probably want Jira ticket link, screenshot that the thing is actually working, QA info - how to test that and then maybe some checklist (unit test coverage, tests passing, lint passing, checking the thing live in the UI...)
      2. apply the template to repositories the PlatEx UI team maintains
