Migrate PageHeader from FEC to component groups. The component should contain page title and description with a possibility to define additional badges, links, or icon separated with divider. Another option should be to display an actions menu and pass bredcrumbs - see images:

The final goal is to get rid of RbacBreadcrumbs component in RBAC UI and PageHeader in Insights frontend components.
