The current polices outage suite on production only has api tests. We need to add UI tests so we can more quickly detect outages on prod.

We need to have some team discussions on this.   It is not uncommon to only run api tests in outage suites. The suite with added ui tests would take longer, use more resources, and probably add noise (from tests timing out). But it would detect FE outages better than what we have today.
