Insights 'tags' universal filter should be disabled on learning resources pages

      Within the Insights bundle, there is a 'Filter by tags' dropdown that is visible on all Insights pages. In other pages where this filter might not be relevant, it takes on a disabled state. This is what we should be doing on the Insights learning resources page, since that filter does not impact this page.
