Update URL for Manifests in System Configuration nav category

      In the navigation dropdown's 'System Configuration' category, the URL link goes to the wrong location. 

      It currently goes to https://console.redhat.com/preview/insights/subscriptions/manifests#SIDs=&tags= , but it should go to https://console.redhat.com/preview/subscriptions/manifests.
