In order to provide an experience that allows customers to continue their growth of Ansible Lightspeed, the hard seat limit that currently exists should be removed and replaced with the ability to assign any number of seats.  When a customer assigns more seats then their license allows, they should receive a banner warning that they are out of compliance, and need to purchase more Ansible Automation Platform managed active nodes in order to obtain more Lightspeed seat licenses.
