      Since so many of the navigation categories already use bundle headers for the card sections, we would like to increase consistency by adding bundle name headers for all categories above the cards themselves and remove the bundle name from inside the cards (see RHCLOUD-28103). But, to save some space while still maintaining the same visual weight, we would like for these headers to use the PF-label component.
