The RBAC team sends many events to Notifications during their seeding operations, and they want to find a way to reduce the number of events sent to Notifications, in order to avoid clogging it.

Since we are at the end of a refactor which should improve our scalability, the questions that arise are the following ones:

1. Should we create an internal endpoint to allow the integrated applications to fetch the tenants they have to notify, in order for them to only send the required events?
2. Since we might be moving responsibilities away, should we simply scale Notifications up and down when these high volumes of traffic arrive?
