The apps were hccm-frontend and hybrid-committed-spend. The app-interface PR checks wouldn't let new releases out because the quay images with the required tags weren't there. I tracked down the build jobs:

And in both cases the issue was the same - docker cp from the preview container to the preview dist folder was timing out. It would go for 30 minutes and hang, so no image was built and pushed to quay.
