Red Hat preferences at https://www.redhat.com/wapps/ugc/protected/locale.html has all time zones displayed and the customer has set it as "GMT-500 United States (Eastern)" as their time zone.

But if they go to the Red Hat Hybrid Cloud Console Insights (console.redhat.com) and look at the status of the system in System inventory, times are reported as UTC:

These timings should be reported as the time zone set in 'access.redhat.com' instead of UTC but Hybrid Console does not seem to be honoring the time zone setting.

1. Set any time zone at https://www.redhat.com/wapps/ugc/protected/personalInfo.html 
2. Login to 'https://console.redhat.com'
3. Go to Insights Inventory (https://console.redhat.com/insights/inventory/)
4. Click on the System Profile and check the Registered/Last upload time which shows in UTC

Always shows the times in UTC instead of the time zone set in 'access.redhat.com' at https://www.redhat.com/wapps/ugc/protected/personalInfo.html

The Doc here says to 'Change your preferred language and time zone'.  

Also, when you click user avatar and select 'My profile' in https://console.redhat.com it points to the 'access.redhat.com' URL i.e. 'https://www.redhat.com/wapps/ugc/protected/personalInfo.html'.
