The learning resources frontend continues to cause us some pain. The frontend teams are working on fixing some of the stuff in the app config and what not, but until that time to avoid downtime we need rules that catch a bunch of different possibilities in both prod and stage.

Basically we need all of the normal rules, but we need them duplicated so that there's a set for learningResources and a set for learning-resources both routing back to the same underlying resources (which are learning-resources)

Look at what's in there now for stage, and just duplicate it. Right now in stage it is learningResources -> learning-resources - just duplicate the set so there's also learning-resoruces -> learning-resouces
