A solution that allows teams to merge their changes to RBAC, Turnpike and Entitlements Config without requiring approval or review from Console Access Management.

Solution must:

• Provide the ability for HCC to identify and assign tenant "Code Owners" for self-service configs.
• Provide elevated permissions for code owners to merge their changes without requiring review, LGTM or approval from the HCC Access Management team.
• Ensure appropriate PR checks are in place for self-service config MRs.
• Trigger any subsequent deployments/rollouts/automation as to not gate the changes from being auto-deployed after config changes are merged.

In Scope:

• Provide self-enablement for the following configs:
  • Console RBAC
  • Turnpike
  • Entitlements
• Review PR checks for Turnpike and Entitlements to ensure there is adequate coverage for:
  • Schema enforcement
  • Code standards
  • Compatibility and dependency checks
• Modify PR checks as needed post-review to ensure automated self-service MRs do not cause regression or errors, compatibility issues or other issues.
