Implement PR checks for the insights-rbac-ui repository. Instead of using the platform_ui plugin, use the iqe-rbac-frontend plugin. Basically copy, paste, and modify the PR check from either the landing page repo or the chrome repo. Test, rinse, repeat.

Tasks:
Update the pr_check.sh of rbac-frontend, borrow from the pr_check.sh of landing-page-frontend, but modify to run the iqe-rbac-frontend plugin.
