There is a requirement to create a page in console.redhat.com that will allow a user to request access to ROSA in GovCloud (https://issues.redhat.com/browse/HAC-3523)

One of the requirements for this page is the following flow:

1: the user downloads a PDF

2: prints it, signs it and scans it

3: uploads this signed scan

4: confirms to terms by clicking 3 check boxes

5: hits "submit" which will send a mail with this signed pdf to fedramp-compliance@openshiftusgov.com

The ask in this story is to create an API endpoint which will allow the UI to:

1: upload the signed PDF

2: send the mail with this signed PDF using backoffice proxy fedramp-compliance@openshiftusgov.com
