[QE] [playbook-dispatcher] Allow for filtering based on run id

      The https://console.redhat.com/docs/api/playbook-dispatcher/v1#operations-default-ApiRunsList resource allows filtering based on various criteria (recipient, status, etc.) but ability to filter based on id is lacking. This proved to be useful recently when debugging a problem with the edge management service. Make it possible to use:

      /runs?filter[id]=3b29d995-be3c-41ad-83c2-04728fc6a46a
