HAC/TAP: No 404 error when visiting invalid URL

      During testing of RHCLOUD-24914, the tester omitted the /hac portion of the URL and was taken to a page that was missing content.

      Steps to Reproduce
      Visit https://console.redhat.com/preview/application-pipeline?hacbs=true

      Expected Results
      A 404 page or some sort of error

      Actual Results

      CI/CD page loaded with blank content
