When I navigate from Consoledot's "All Services" page (stage-beta), the HCS UI uses the wrong base URL for its Axios requests.

Bad baseUrl for API request

Steps to reproduce
1. Navigate to Cost Management
2. Navigate to "All Services"
3. Click on the HCS overview link
4. HCS displays an error

It appears that HCS is somehow using the old, base URL from Cost Management. There shouldn't be "cost-management" anywhere in the API request below.

The HCS UI is expected to request https://billing.qa.api.redhat.com/v1/authorization/hcsEnrollment
