Description

Since we swtiched to ord_id in favor of account number we can now perform check for entitlements for any account. Even those without account_number (if user created account with thin profile they'll have acc_number -1).

Tech details

In chrome we have a check for account_number present before firing request for entitlements. We should switch that to org_id, if org_id is not present no need to call entitlements API as it won't know what to look for.
