I'd like to request that the Hybrid Cloud Console starts using a PatternFly tooltip on the gear (Settings) and ellipsis (More options) icons wherever possible.

Without labels for these icons, there's potential for inconsistency in user content across console services - this has been happening for a while but CCS is trying to correct it. This would also have an accessibility benefit - from what I understand, this addition would allow screen readers to read the name of the icon more easily.

User story (feel free to edit)
As a writer documenting procedures for the Hybrid Cloud Console, I want to easily see the correct name for an icon, so I can write easy-to-use, accurate, and consistent product documentation to guide our users without the need to include an image of an icon in the docs.

      Additional info
I originally thought this was a PatternFly issue that needed to be addressed, but PatternFly already has the capability to add a tooltip – and a recommended tooltip for 14 different icons at present in this list: https://www.patternfly.org/v4/guidelines/icons/

Please see this PatternFly issue for more info. We are talking in this issue about how to make implementing these tooltips easier and instructions more findable for UX/dev teams.

[Update June 23, 2023] The tooltip Help on the ? would be appreciate too, now that we are also documenting what's in this menu more.
