psycopg2-binary in python projects does not support FIPS compliance. In order to fix this,w e have to update the images to build psycopg2 from source.

Updates to the container image build files are required in order to make it work. The following projects are known to use psycopg2-binary, though we may find more as we work through issues in the environment.
