Description

Since we want to enhance how API discovery works by using custom features in hac we should add API discovery into hac-core.

Details

Dynamic plugin SDK utilities support using custom API discovery. We should copy what's currently in there, enhance it with custom features (static API list, priority list and API list) and clean the code a bit.
