Custom annotations not appearing in Playbook Dispatcher Connect stage/prod pods.

We added this annotation in our playbook-dispatcher-connect pods to disable the minimum replica requirement rule by app-sre, but this does not seem to appear in the stage/prod pods.
We have added similar annotations in cloud-connector pods and those seemed to work just fine.

Investigate and remediate such that these custom annotations appear in playbook-dispatcher-connect pods.
