      Add text in notifications frontend UI to inform user that an email notification is being forced.

      This is needed in order to add a message in the User-Pref UI telling the user that they may still receive forced notifications regardless of their user-preferences.

      this should live in/around here – (might need to pass the value from the Notification decoder up to that place)
