[RFE??]  The tasks team have a kafka consumer that needs to retrieve the stdout data from the run_host table.  When running in this context, they do not have an identity header to pass along to the public run_host endpoint.  We might need to add an endpoint to the internal api that internal users can use to retrieve the data from the run_host table.

The internal call would need to support PSK based auth.
