The OCM cluster list page fails to load and shows generic error message. There are no details in the error message when you click the "Show More" link. We need to address the underlying issue and fix it or, in the very least, track these errors to get more information on them.

Acceptance Criteria:

• Error message should be displayed within the "Show More" link/section
• Send analytic tracking when we encounter/display this cluster list page level error alert
