If I don't complete this task, what is the risk

You should initiate this task as early as possible. If you do not, there is a risk that a content plan will not be completed in time and required work will not be completed by launch. This is not a blocker to Service Preview but you SHOULD have a content plan in place at an early stage in order to execute in advance of Limited Availability/GA. The details of the content plan can be agreed by the team.
