When PR on rbac config repo is merged https://github.com/RedHatInsights/rbac-config - gihub actions(GH) should create automated PR which change configmap like here: 
https://github.com/RedHatInsights/rbac-config/pull/339
GH runs operation which is here: https://github.com/RedHatInsights/rbac-config-actions.

Creation of automated PR is not working now - it looks that GH is unable to create configmaps branch.

We should find why configmaps branch is not created.
configmaps branch is created for temporary reasons - it would be great to create this branch with uniq name for each merged PR - it will help to avoid collisions.
(it would be great when such branch could be deleted after merging the PR automatically)
GH action which is run on PR with change in config files(roles, permission,.. ) should not be run on automated PR - currently it is failing - and it should create any branch.
