Feature Overview
Insights events are currently sent to all subscribed users of the organization, with the option to select 'Users: All' or 'Users: Admins' as Recipients. This feature is to add the option to specify one of more RBAC Group as Recipient of the event. If selected and associated, each event will be sent to all subscribed users who are part of the RBAC group(s). Note that only one email will be sent, even thought users might be part of multiple RBAC group recipients.
Goals
This feature expand use cases for the Notifications service and allow to target groups of users defined on console.redhat.com. This is the first step toward more granular recipients (e.g. list of users). RBAC groups can then be used to specify a list of users targeted for specific events.
Requirements
Notifications service will need to lookup members of the associated RBAC group and send the notification to all subscribed members.

Use Cases
Admins can use existing RBAC groups or create new RBAC groups to define a list of users who will receive notifications.
