As a managed service owner, I want to send a notification to the instance owner (single user), so that we do not spam a large organisation with unnecessary notifications.

For OpenShift Streams and other managed services, a single user is the creator or owner of the managed service instance. It is this individual that we want to direct notifications for the specific managed service instances.
