As a managed service owner, I want to force an email/notification to be sent to a specific user, so that I can ensure the notification has been as visible as possible to the user.

A scenario where this is needed is when a customer is close to their storage limit on their OpenShift Streams instance, we need to inform the customer in advance otherwise their service will be impacted.
