When a user hasn’t subscribed to an application that is part of a 'default behavior group'  in ‘user preferences’, we should display a description/text informing that user may still receive notifications (as we 'bypass' user preferences and 'force' actions e.g. default behavior group for RBAC changes send an email to all admin users for the organization).

We can then remove this information when user selects the app for notifications.
